A component library can save time, but reuse alone doesn't explain the organizational value of a design system.
A mature system gives an organization a place to retain decisions about interaction, accessibility, brand, technology, and policy. It allows one team's hard-won learning to become another team's starting point. In that sense, the system is infrastructure for organizational memory.
That memory must remain open to correction. When product teams detach, override, or work around the system, they may be revealing a new need, a local constraint, or a weakness in the shared offering. Treating every divergence as noncompliance destroys the signal. Treating every divergence as innovation prevents coherence.
The design-system team therefore has two jobs: make proven knowledge easy to reuse and create a credible path for new evidence to change the system. Adoption is partly a measure of whether that learning loop works.
